Economic and Sector Work Baltics Framework for Hospital Ownership and for Capital Investment, Vilnius, Lithuania, June 21, 2001 (organized by the Ministry of Health of the Republic of Lithuania, Project Coordination Unit and the World Bank).

The main objective of the Workshop was to support health sector counterparts in Lithuania, Latvia and Estonia to design legislation, regulations for hospitals, and institutional and financing arrangements which foster efficient management and capital investment decisions and sustainable financing, in a context in which these countries’ health systems are seeking systematic rationalization and upgrading of hospital capacity. Also to clarify the Bank’s approach to the above policy objectives in the light of expert review, and identify implications for the Bank’s policy dialogue in the Baltic states and current project implementation and future lending operations.

A number of distinguished national and international presenters talked about various experiences and cases in Baltic countries: (a) Lithuania case – issues with existing legal and financing framework for hospital ownership and capital investment; international review of Lithuania framework; (b) Polish experience of reform of hospital ownership and capital investment finance; (c) Latvia case – current framework for hospital ownership and capital investment; results of studies carried out by experts on framework for investment and masterplan implementation; (d) Estonia case – new legal and financing framework for hospitals in Estonia, and preliminary conclusions of work on the “rules of the game” for hospital investment. The workshop concluded panel discussion on emerging conclusions about key issues to be addressed in framework for hospital ownership and in investment policy.
